Does the anime give a figure for the number of people caught in the Liore array? Even a general figure like "hundreds" or "thousands" would be helpful.

If I recall correctly, the anime (meaning the dub, I've never seen the Japanese version) says it's about 7000 people total - Envy mentions it in episode 49 to Al. But that number includes the Ishballans that Scar's brother had taken in so I'd venture the soldiers that were caught in the array in actual Liore was probably from two to three hundred, the majority being the Ishballans. I don't think Archer had the power to command troops of a higher number than that, and he was the one who sent in the troops in Liore.
The people of Liore were not caught in the array at all, it was only the soldiers. The people escaped through the route that Scar and Dante designed.
Ah, that would make sense if that number included the Ishvalans - I've seen "thousands" used in fic, but Liore is not a big town, I can't imagine how Archer could justify that many soldiers. So I'll assume it was in the hundreds.
